One thing I've noticed is that a city has to be a certain size before you see too many things like fountains and parks bathed in color-changing light. This is the only fountain I can think of off the top of my head in Everett. It lights up, but doesn't change color.
It's cute. But it's also funny to think that it probably cost way less than the neighbor's waterfall across the street.
