I do! And I'm especially concerned with pedestrian safety. There's not enough room for her to walk there safely, and a busy interstate is below.

There's a rule and a fine because if every person with poor judgement walked there, there would be plenty of accidents in which the pedestrian would fare poorly... and traffic would be fucked up for hours . rules arw for dumb people, so the rest of us don't have to suffer!
