Maybe they're 'floor models' or something, for people to look at but not use?

I'm not sure it's even possible to empty/change-out those things in that location.

As someone who is involved in constructiony things, it's not that uncommon and well, if the plumbing ain't installed, it's more efficient for you to have portapotties closer to the area you're working. You lose tons of time for guys just going all the way down and out of the building. It's also sometimes in union contracts. I'm sure it smells wonderful too!

I often see them swinging around on cranes. I wonder if a very full portapotty has ever been destroyed while being swung around on a crane.
