If a cigarette isn't out all the way it could start a fire, I think people are trying to be safe and at least they aren't tossing them in the street.

Yeah I guess the extra ten seconds it would take to ensure it's all the way out is a lot to ask.

In their defense, it's better than starting a fire by throwing a still-lit cigarette into the trash can. That happened outside my work once and my boss had to go out there with a pitcher of water. Lol.
