I'd normally say WTF but from the girl sitting by herself on the left, it doesn't appear the bus is full yet. Now, if the bus fills up, that seat's close to all that is left, and he still won't move the paper, then he's a jackass.

I think people should always leave the other seat open. By setting something on it, they're trying to become the last person to have to sit next to someone.

Well, it's a fair belief to have and I also keep the seat open myself, but I wouldn't label someone an asshole for not conforming to my personal belief system. If the bus is half empty and isn't really filling up, then who should care?
