I do this ALL the time. Right at her crotch is a little hook to keep it secure. You don't really need much of the footrest. I don't suggest doing this at high speeds though, simply because of maneuvering. But Vespas don't go very fast anyway, and even without the hook there to hold it in place, the momentum keeps the bag from moving around much.
