YouTube on my new work laptop (in any browser) looks like this. And of
course I don't need YouTube for work so I can't be all "fix pzl".

Here's something you can try to fix it without a helpdesk intervention:
1. Right-click on the video
2. On the menu that pops up, pick "Settings"
3. On the dialog that pops up, uncheck the box next to "Enable hardware acceleration".

If that doesn't help, other things you can try include upgrading the video card driver (new machines often come with slightly outdated drivers and IT may not have upgraded them on your behalf) or upgrading your Flash plugin.
