This used to happen near my old place. It made me crazy!
I'll take this over the people that let their dog shit all over the sidewalk and then just leave it, which is an all too common problem here. Shockingly so.
"You came SO CLOSE to doing this correctly. And then failed at the last step." But I agree with dawnzerly; there is a smelly place in hell for the people who don't even bag their dog's shit.
