Could you use some fencing wire and sort of box the balcony in? Light could still get in, but it would be safe for the catses to hang out as well.

Understood. *ponders* You kow, there was this house that we lived in for 16 mos, and we had a contractor come and enclose our balcony with ... what's it called? It was more sturdy than chicken wire... hog wire? Me, I dunno, but he did these screw in and screw out thingies, where all we had to do when we left, was unscrew, fill with dap, and do mini paint touch ups.
