They do this on Family Guy. A lot of episodes on the DVDs show the characters naked in certain situations, but when it's on TBS or Fox or something in a rerun, they have underwear or other articles of clothing on. I can imagine it's easy to draw a pair of underwear on a naked cartoon character but this poor girl probably had to do different takes with and without underwear. Or it's the magic of CGI. I don't know. I've never seen it...
