That space under the sideways seats is perfect for stowing luggage. In the nearly two and a half years I've been riding the airport bus each weekday, I've never even once seen someone use it.

Does the bus get full enough that the bags are in the way? or is it just a philosophical thing?

The bus gets extremely full sometimes, yes.
